The heroes know they need to visit Bar Stranach.

They know they cannot see the Lays without permission from the Lord of the lands: Prince Xavener

They request an audience where Xavener (with archers trained on heroes) grants them permission in exchange for 10% of their magic or something.

Makes the heroes sign to it (I think) and lets them go on their way.
